FY-2003 EQIP Application InformationSouth Dakota NRCS supports the locally led conservation effort in the delivery of conservation programs. The State Technical Committee, convened by the State Conservationist, consists of individuals representing commodity groups; private entities; tribal representatives; private individuals; federal, state and local governments. The State Technical Committee identified the following four state resource concerns as priorities for 2003:
The wildlife groups represented on the State Technical Committee feel that wildlife benefit from any conservation practice that addressed the other three priorities and the Conservation Reserve Program, Wildlife Habitat Incentives Program, and the Wetlands Reserve Program specifically target the development of wildlife habitat. The state-wide ranking worksheet addresses wildlife habitat development within the ranking process instead of as an identified state resource concern. All applications will be evaluated using either the state-developed ranking worksheet or the appropriate area ranking worksheet. The state-developed ranking worksheet (SD-LTP-17) will be used to rank applications with total costs exceeding $100,000. These applications will be ranked and compete with other applications of less than $100,000 total cost from within their South Dakota Association of Conservation District (SDACD) area. If the total costs are less than $100,000, the appropriate area ranking sheet (SD-LTP-17b-h) will be used. These applications will compete and be ranked in a statewide pool. The seven area ranking worksheets were developed by each of the local area workgroups established according to the SDACD areas. Each workgroup convened and developed a ranking worksheet (SD-LTP-17b-h) addressing locally identified resource concerns. NRCS earmarks approximately 17 percent of the EQIP allocation for South Dakota American Indian operator's applications. After the amount of earmarked funding is identified, the State Technical Committee approved the distribution of the remaining portion of the EQIP allocation as follows:
